When devising policies for financing private silvicultural operations on public forest land, government agencies should consider carefully the benefits and costs of alternative arrangements and how they arc likely to affect tenure holders' behavior. Three general methods of achieving silvicultural objectives arc discussed — the creation of incentives for private voluntary expenditures, reimbursement by governments of expenditures on approved or required silvicultural operations, and required silvicultural operations at the tenure holder's expense.Private firms will only invest voluntarily in silviculture on public lands if they have adequate security of tenure and hold sufficient equity in the timber values resulting from their activities. If firms' silvicultural costs arc reimbursed, their behavior will depend on the extent of reimbursement and whether they have a financial interest in the outcomes of their reimbursed activities. Generally, reimbursement of expenditures must be supported by minimum performance standards and costly monitoring and enforcement procedures. If silvicultural operations are required at the tenure holder's expense, firms will only undertake silviculture to avoid penalties and have a strong incentive to achieve required standards at minimum cost. More stringent monitoring and enforcement procedures may be necessary than if costs arc reimbursed.The impact of policy alternatives is illustrated by means of a survey of silvicultural expenditures on two forest tenure types in British Columbia.  相似文献

The availability of public recreational facilities is being threatened by growing demands, limited supplies, and declining government funding. In response to these pressures, the economic potential of agroforestry for supplementing operating budgets of public recreational parks is examined in a case study park consisting of 324 hectares. Agroforestry enterprises native to the area were selected for development on 70 hectares of the site. Linear programming was used to determine the optimum combinations of 23 agroforestry regimes composed of the following activities: 1) conventional forestry planting, tree density of 1682 trees/hectare, 2) the selected agroforestry planting with hay, tree density of 1495 trees/hectare, 3) the selected agroforestry planting with grazing, 4) hay production, and 5) rental of pasture for grazing. The objective function of the study was to maximize the net present value of the study site subject to land, labor, capital, and minimum annual income constraints. The preferred optimal regime generated $1782 per hectare from an agroforestry planting configuration of 1495 trees/hectare with 75 percent hay, 25 percent grazing, and no annual income requirements. Minimum annual income requirements of $2400 and $4800 were feasible but suboptimal from a net present value criteria. The study found that agroforestry could be used to privatize selective activities of public recreational parks and thus enable public agencies to provide these facilities more effectively.  相似文献

  1. The African manatee has been poorly studied throughout its range and is heavily hunted. This study aimed at discerning patterns in manatee sightings and emerging conflicts with humans, as well as the local perception of manatees, outside the southern periphery of Korup National Park, Cameroon.
  2. The study investigated whether patterns in manatee sightings and manatee‐related conflicts differ between aquatic systems in southern Korup, and which demographic variables determine perceptions of the manatee in the study area. For this purpose, the study used a three‐stage stratified random sampling design with a structured questionnaire to survey 101 local fishers.
  3. The reported patterns of manatee sightings and manatee‐related conflicts were as follows: in the Nyangorobe River during the wet season only, where crop raiding and net destruction by manatees were reported; in the Ndian River and the mangrove estuary only during the dry season, where fish theft and net damage were reported; and in the Moko River during both seasons, where crop raiding, fish theft, and net destruction were reported. Reducing these conflicts is likely to increase local support for the conservation of manatees, because fishermen kill them in response to net destruction and fish loss.
  4. Most reported sightings were at waterway intersections and river bends, suggesting that waterway connectivity is important to manatees for dispersal, foraging, and escape from danger.
  5. The log‐odds probability of negative perception decreased significantly with awareness of manatee protected status but increased with age and primary or higher education level. These findings have implications for community outreach focused on raising awareness of the importance of manatee conservation by schoolchildren and the public.
